Аннотация. В большинстве стран при разработке подходов устойчивого управления лесными землями все еще недостаточно используется потенциал неоинституционализма и поведенческой географии, не учитываются традиции природопользования, недооценивается значение неформальных социокультурно-обусловленных институтов. В настоящей статье предпринята попытка проследить связь между управлением лесными землями и «поведением». Мы сосредоточились на разработке ключевых принципов управления лесным хозяйством в условиях нарастающих неопределенностей и рисков на основе корректировки поведения лесопользователей.
Мы показываем, что устойчивое управление лесами в Кыргызской Республике можно реализовать только: (1) основываясь на понимании ценностей и мотивов личности и групп и влияя на более широкий социокультурный контекст лесопользования, (2) применяя многофакторный подход к институциональному проектированию в различных масштабах и (3) способствуя активному участию всех заинтересованных сторон в управлении лесными землями с опорой на традиционно высокую роль местных сообществ.
Поскольку кочевой социум на протяжении веков представлял собой уникальную социальную общность, для которой были характерны понятные для всех его членов институты власти и управления, эти институты эффективно справлялись с организацией всех сторон жизни народа, регулировали общественные, семейные и личностные отношения, обеспечивали в целом безопасное существование социума в том числе и в сфере сохранения лесных земель.
На основании анализа выявленных направлений воздействия социокультурных особенностей территорий на изменение институтов лесопользования предложен ряд новых подходов к анализу управления лесными землями, базирующихся на передоложенной модели человека ответственного (заменив традиционно используемую в индустриальную эпоху поведенческую модель человека экономического). Тем самым получает методологическое обоснование забота о будущих поколениях и сужается конус неопределенностей развития лесных земель в результате приоритета этических ограничений и регламентаций в поведении лесопользователей. Также категория ответственности позволяет методологически обосновать важность синтеза универсальных институтов регулирования и социокультурно обусловленных институтов при разработке территориальных программ и планов управления лесными землями.
Предложенные нами социокультурные подходы к анализу управления лесными землями могут быть использованы при разработке программ и планов развития таких земель, чтобы вклад лесов в капитал устойчивости страны, процессы общественного участия, показатели и критерии мониторинга и оценки были учтены в них должным образом.
Abstract. In most countries, when developing approaches to sustainable forest land management, the potential of neo-institutionalism and behavioral geography is still insufficiently used, traditions of environmental management are not taken into account, and the importance of informal socio-cultural institutions is underestimated. This article attempts to trace the link between forest land management and “behavior”. We focused on developing key principles for guiding actions in forestry based on adjusting the behavior of forest users in modern conditions of increasing uncertainties and development risks.
We show that sustainable forest management in the Kyrgyz Republic can only be achieved by: (1) building on an understanding of the values and motivations of individuals and groups and influencing the broader sociocultural context of forest management, (2) applying a multi-factor approach to institutional design across multiple scales, and (3) promoting the active participation of all stakeholders in the management of forest lands, relying on the traditionally high role of local communities.
Since the nomadic society for centuries was a unique social community, which was characterized by institutions of power and management that were understandable to all its members, these institutions effectively coped with the organization of all aspects of the life of the people, regulated social, family and personal relationships, and ensured a generally safe existence society, including in the field of forest land conservation.
Based on the analysis of the identified directions of influence of socio-cultural characteristics of the territories on changes in forest management institutions, a number of new approaches to the analysis of forest land management are proposed, based on the redone model of the responsible person (replacing the behavioral model of the economic person traditionally used in the industrial era). Thus, concern for future generations receives methodological justification and the cone of uncertainty in the development of forest lands narrows as a result of the priority of ethical restrictions and regulations in the behavior of forest users. The category of responsibility also allows us to methodologically substantiate the importance of synthesizing universal regulatory institutions and socioculturally determined institutions in the development of territorial programs and forest land management plans.
Our proposed sociocultural approaches to the analysis of forest land management can be used in the development of programs and plans for the development of such lands, so that the contribution of forests to the country's sustainability capital, processes of public participation, indicators and criteria for monitoring and evaluation are properly taken into account.
