CHINA ON THE WAY TO "GREEN CIVILIZATION": FIRST RESULTS

Аннотация. Переход мировой экономики в постиндустриальную стадию развития сопровождается обострением глобальной экологической проблемы, решение которых возможно в рамках «зелёной экономики». Принципы такой экономики были заложены в докладе Римскому клубу «Фактор четыре» в 1997 г. В основе «зелёной экономики» лежит базовая идея экономического развития и повышения качества жизни населения при одновременном снижении нагрузки на окружающую среду. Многочисленные индикаторы «зелёной экономики», разработанные к настоящему времени, отражают сложность комплексной оценки экономических, социальных, политических и экологических результатов развития. Опыт Китая по переходу к провозглашенной КПК новой «экологической цивилизации» очень полезен для внедрения идей «зелёной экономики» в России. Наблюдаемые тренды в стране показывают перспективность стратегий экологизации национального хозяйства, в частности, основанных на использовании возобновляемых источников энергии. Основу национальной стратегии трансформации Китая к «зелёной цивилизации» составляет переход к низкоуглеродной и ресурсоэффективной экономике. Это не охватывает всех аспектов перехода КНР к «зелёной цивилизации», однако открывает магистральный путь к практической реализации этой концепции. Если Китаю удастся в ближайшие десятилетия реализовать выбранный стратегический путь, это будет иметь историческое и позитивное значение не только для самого Китая, но и для всего будущего развития человечества.
Abstract. The transition of the World economy to the post-industrial stage of development is accompanied by an aggravation of the global environmental problem, which can be solved within the framework of the "green economy". The principles of such an economy were laid down in a report to the “Factor four” Club of Rome in 1997. The "green economy" is based on the basic idea of economic development and improving the quality of life of the population while reducing the burden on the environment. The numerous green economy indicators that have been developed to date reflect the complexity of integrated assessment of economic, social, political and environmental outcomes of the development. China's experience in transitioning to the new "ecological civilization" proclaimed by the CCP is very useful for implementing the ideas of "green economy" in Russia. The observed trends in the country show the prospects of the strategies for greening the national economy, in particular, based on the use of renewable energy sources. The basis of the national strategy for China's transformation to "green civilization" is the transition to a low-carbon and resource-efficient economy. This does not cover all aspects of China's transition to "green civilization", but it opens a major path to the practical implementation of this concept. If China succeeds in implementing the chosen strategic path in the coming decades, it will have historical and positive significance not only for China itself, but also for the entire future development of the mankind.
