Статья посвящена анализу направлений по использованию приаэродромных территорий с учетом передового отечественного и зарубежного опыта. Вопросы устойчивого развития приаэродромных территорий актуальны для всех крупнейших городов мира, но особенно остро стоят сегодня в России. Изменение законодательства в Российской Федерации привело к усугублению ряда проблем, связанных с развитием урбанизированных территорий, расположенных вблизи аэродромов. Управление воздействием аэродромов и воздушного транспорта на окружающую среду является сложным вопросом, поскольку проблемы возникают в разных географических масштабах: местном, региональном, национальном и международном. Приоритетным вопросом является авиационный шум, который считается доминирующей экологической проблемой для территорий, где расположены аэродромы. Шум является одной из ведущих экологических угроз физическому и психическому здоровью человека. Важнейшей проблемой для городских правительств и властей аэропортов является необходимость более эффективного планирования землепользования вокруг аэропортов для предотвращения использования территорий для размещения новой жилой застройки в зонах, чувствительных к шуму, обеспечивая тем самым будущий рост пропускной способности аэропортов. Рекомендации и передовой опыт по снижению негативного воздействия аэродрома на окружающую среду включают в себя: запрет на ночные полеты, разработку программ по снижению шума, использование звукоизоляции для уменьшения шума в жилых районах, реализацию мер по компенсации сверхнормативных уровней шумового воздействия, информирование граждан и пр. Практика зарубежных стран свидетельствует о возможности учета интереса градостроителей, авиации и жителей на урбанизированных территориях вблизи аэропортов. Сбалансированный подход к решению данной проблемы основан на комплексном планировании и управлении землепользованием, применении эксплуатационных приемов и ограничений шумового воздействия, сокращении шума в источнике, организации малошумных траекторий полетов.
The paper deals with the analysis of directions for the use of area around airports taking into account advanced domestic and foreign experience. The issues of sustainable development areas in the vicinity of airports are relevant for all the largest cities in the world, but they are especially acute in Russia today. The change in legislation in the Russian Federation has led to the aggravation of relationship between an airport and its environs. Managing the environmental impact of airports and aviation is a complex issue, as problems arise on different geographical scales: local, regional, national and international. The priority issue is aircraft noise that is considered as dominant environmental concern related to airport areas because noise is one of the leading environmental threats to human physical and mental health. A critical issue for airport authorities and city governments is the need for more effective land use planning, to prevent noise sensitive uses such as new residential development in the noise sensitive areas around the airports, thereby ensuring the future airport capacity growth. Recommendations and good practices to reduce the negative environmental effects of the airport and aircrafts include: a ban on night flights, the development of noise reduction programs, the use of sound insulation to reduce noise in residential areas, the implementation of measures to compensate for excess noise levels, informing citizens, etc. The experience of foreign countries testifies to the possibility of taking into account the interest of urban planners, aviation and residents in urbanized areas near airports. A balanced approach to reducing environmental impacts is based on comprehensive land use planning and management, noise abatement operational procedures, noise reduction at the source, operating restrictions.
